The scope of the contract is the creation of a Knowledge HUB consisting of the content of twenty-five educational websites of the Council of Europe (CoE). The activities for the development of the Knowledge HUB include:
1. Scanning Services

• Digital scanning of all websites of the Council of Europe’s Education Directorate, including onsite projects for compiling the future digital library containing all relevant publications, multimedia, and other related outputs in the specified format.
  2. Development of a Taxonomy Framework
• Creation of a comprehensive and expandable taxonomy that will serve as the foundation for organizing, categorizing, and tagging all digital content within the digital library, supporting efficient search and retrieval by end users and facilitating content management.
• Design of a hierarchical structure including main themes, sub-themes, and tags related to the digital content, in collaboration with stakeholders.
  3. Metadata Integration
• Entry of metadata for each scanned item, including title, author, publication date, and other relevant information in the defined format.
  4. Quality Assurance
• Quality control of each deliverable prior to submission to the Council of Europe.
• Periodic status reviews of all tasks and their progress.
• Organization of a document management system that includes a classification system for all important correspondence.
